In theory... layers with a higher z-index value will appear on top of those
that have lower ones...

I don't know how you're doing it ... but i do know that it is not
recommended to use several layers defined inside a form as Netscape can't
cope with that. On the other hand ... it is ok if you put a form inside a
layer though.
