They will be held accountable when the average computer user is willing to
sacrifice the convenience provided by Microsoft products in favor of the
complexity of other products and environments. That day is a long way off.
Most people want to be able to use their computers without knowing a whole
lot about them, and they want things simple. Microsoft has made a mint
pursuing that market.

In any case, you can tighten NT or Win2K up quite nicely. It just requires
that you know more about it, or that you are willing to sacrifice
convenience for security, or both in some cases.
