Well, it works just fine here (with a .cfm extension). Have you tried just a very simple CF file (e.g., error.cfm containing just one line "Error!") and specifying /error.cfm exactly like I suggested? (with error.cfm in your standard CF docroot) Have you looked in the logs to see if any errors are generated when you actually click Submit changes?
