It's not a matter of people not having access, but rather whether you want
to force people to upgrade their browser just to buy something from you.
There are enough people on dialup connections running Netscape 3.crap, who
don't know know anything about browser upgrades, that you might not want to
force everyone to use 128-bit SSL.
