There might be away around the Evaluate function but I have
used the same setup on other items and seems to work just
fine.

I was going to say pretty much the same thing but isn't there away to

Also, you've got some extraneous # signs:

<cfset Order_value = #Evaluate("quantity" & Product_ID)#>

should be:

<cfset Order_value = Evaluate("quantity" & Product_ID)>
