Did you run the install?

If so, open the File Explorer on the Jornada. Go to:
\My Device\Program Files\Macromedia\DevCon\

You'll see an EXE (the one linked on the Start Menu which I can't get to
run), an HTML page, a SWF file, and a sub-directory containing data.
Click the HTML file and it should work.

I'm confused. I don't have a DevCon.html and from what I can tell,
DevCon.exe is just part of the Windows desktop version. Where are you
seening the files that got installed?

To install the DevCon guide onto a device:
Note: Pocket PC users will need to have Pocket PC 2002 installed and the
Macromedia Flash Player 5 for Pocket PC 2002.

1.   Download the pocketpc_cab.zip file and extract the .CAB file to
your
desktop.
2. Copy the file to your device using Microsoft ActiveSync.
3. Using File Explorer on your Pocket PC, navigate to the .CAB file, and
tap on it to open. This will install the Devcon files on your device and
will place a shortcut to the guide in your Start menu. 4. Tap on the
shortcut in the Start menu to launch the Devcon guide in full screen
mode.
