It's an internal directory used by CFMX.

If you move wwwroot, CFIDE and WEB-INF should move with it. Be careful 
tho'... read the docs very carefully if you want to start messing with 
the directory layout!

It isn't - WEB-INF is hidden by the appserver configuration.
