Hi Jillian-- I've seen one or two in my searches out there--and while that's probably not the answer you're looking for, building something shoudn't be very difficult to get started.
I've had my own at http://www.unrealisticexpectations.com that's been done in .asp and Access, but we've also got quite a bit of functionality. For grins and giggles, I started a mock one, just to test functionality. It's at: http://www.uetest.com/blog and the admin side is at: http://www.uetest.com/blog/admin It's very much a rough skeleton, but I'll happily give up what I've got and also be happy to offer any advices from an "old school" blogger with a homegrown set-up.
