This is pretty common, you can create your own Custom Tag directory and just add it's path to the registry: HKLM/Software/Allaire/ColdFusion/CurrentVersion/CustomTags,
For example: C:\CFUSION\CustomTags, C:\inetpub\wwwroot\myappp\mycustomtags. Then stop and start the CF Services and you're good to go.
