But my code demonstrated the values of the variables using CFOUTPUT
Their values are 51 & 50.

Then on the next line how could they change?

I guess I wasn't clear.  Here is my exact code:

<cfoutput>
#VARIABLES.start#
<br>
#REQUEST.LISTINGS.MAXROWS#
</cfoutput>

<cfset variables.end = variables.start + request.listings.maxrows - 1>
===============================

The output statement above demonstrates that variables.start=51 and 
request.listings.maxrows=50 right before these two variables are used in 
the CFSET

Why the error?
