No, since the percent signs would be left out of the quoted string value.
The syntax should be something like:
WHERE table.fieldname LIKE
<CFQUERYPARAM CFSQLTYPE="CF_SQL_VARCHAR" VALUE="%#CLIENT.SectionFilter#%">
