The folks a www.ultraapps.com have a free (though there are upgraded versions that cost $50-500) portal in ASP w/ source that includes a discussion board. But other than about 30 minutes of playing with it, I can't vouch how useful it is in the realworld -- that project ended up with a custom portal application.
