Are we talking about an Explorer-style tree or a drop-down menu? If you want an explorer-style tree then CoolJSTree Pro is available and the author claims a CF tag is available to registered users to db-drive it. I haven't used it but it sure looks sweet.
If what you want is a dropdown menu, which I think is what the other poster was pointing to at dhtml central (can't find an explorer tree), then I sell a cheap CF db-driven Milonic menu builder tool, and give away free a custom tag that will let you do the data population yourself from a db. >From the sound of it the freebie is what you want, and Milonic works fine on NN 4.
