All responses to this thread have been pretty much on the mark and helpful (I always 
love regex answers, but that's me...)

But more to the point: Why are USERS of the system allowed to set the formatting of 
dates EXPLICITLY?

Sure, give them a default/several defaults to select, and then some options for 
"personalization" - but why allow them to actually enter the MASK needed. 

Average User: What the hell is a "mask"?

Give them checkbox/radio button options, but DON'T allow them to physically (text box) 
enter a mask. Who the hell does this help?

Based on the radio button/checkbox entries, you can create a custom mask for that 
user. Which is all the user wants.
