Actually, this is slightly better;

SELECT  EmailAddr, RecipientID
FROM SupportEmailRecipient
WHERE ','+SubjectID+',' LIKE '%,#FORM.SubjectID#,%'

I'm using + as I'm used to SQL Server, but for Access you'd use &
