Rodrigo, 1) Yes, you would need to order by id if the result didn't come back that way by default. 2) You wouldn't be passing the id's from the first query over pages... you would call both queries at the top of each page. So everytime you visit a page, whether it be page 1 or page 10, you would run both queries.
