Bugzilla is a good one however, our company is using RT(request tracker from www.bestpractical.com) which seems to be far superior to it. It allows an email interface, command line interface, web interface, and a lot more. It too is open source written in perl with an OO approach that is very easy to maintain and customize. The same tool is used for the development of PERL. There is also an instance supporting CPAN.org. Ray
