This was reported as issue 52466 during the Beta by Michael.  

The issue should be addressed by the post-install Migration Wizard.

Clicking the button on the last page of the Installer should launch a browser to have 
you log in a run it.  

The ODBC services won't run until that happens (and will may have the old "Merant" 
references in the INI files until it does...it will fix that).
