1) install the Oracle client, setup your tnsnames.ora file with the SID data you get 
from your Oracle DBA
2) use the ODBC manager on your box to setup a DSN using the ODBC driver for 
Oracle...assuming you are using windows here
3) open the CFAdmin tool and enter the user name and password for the DSN.

...one set of steps...IIRC, OLE is for windows products
