Excatly: you are comparing two different images!

When you "resample" an image this way you get a different image.
You say yourself one is "1501 pixels wide", the other one is 360 pixels.
Of course, if you print them at the same size, thay won't look the same.
Here are your apples and oranges.

If you see a difference between a pixel and a dot, yes it could make a difference, but 
for me it doesn't.
