Sure you can. In HomeSite+, hit F8 to bring up the Options. Click on the

Editor option in the left nav pane. Check the 4th checkbox from the
bottom 
("Tab/Shift+Tab performs block indent/unindent") and then Apply and
you're 
good to go.
