One of the services that I am using has said that no one else besides me has
every used a .mdw security on Access. They say that it really doesn't
provide any level of security since they have routines that can break any
level of Access security. So, it seems as if I will need to trust server
level security and not expect MS Access security to add anything but trouble.

I did have to use ODBC socket and not Microsoft Access
when setting up a password-protected Access datasource
in CF Administrator. I found this out the hard way. So
the setup does demand a bit of finesse.
