I've looked on the MS site and can't find it as a download. It looks as if
it is part of the SQL Server Package and is unavailable separately.

mayo: you can totally get enterprise manager for free. Its included even
with the free versions of SQL. I think I got my first copy out of the back
of an SQL book that came with a CD.
