I think what I'm going to do is something like:

On the frameset.cfm, I'll first check to see if #form.search# exists
and if it does, move that variable to the session scope. I'll then set
the src of the LowerFrame based on the URL.LowerFrame, which in this
case will load results.cfm. Finally, on results.cfm, I'll process the
query based on the #session.search# variable.
