You were missing quotes around the case values and "breaks" in the case.
This should work:
switch (result) {
case "0":
{
a = "u";
f = "webbox";
o = url.webreq;
if(q.accref is 'A') {
page = "editacc";
}
else {
page = "editref";
}
file = "editboxd.cfm";
break;
}
case "2":
{
a = "i";
f = "webbox";
o = url.webreq;

}
}
