Changes to the Application.cfm file should take effect immediately - 
even if you don't restart CFMX. This is because (unless you're runniing 
pre-compiled cfm files) all CFM pages are compiled at runtime. So, if 
you make a change to one, that change should take effect the next time 
you hit the page. The same is true for the Application.cfm file since 
it's run prior to the actual cfm file running.

Usually, when I make a change and it doesn't take effect immediately, 
it's because I messed up somewhere in my code. Annoying but true. =P
