With a client that wants to go around security like that...I suggest letting 
them know how high a fine can be for inadequate security measures....or that 
they could be held accountable if the CC numbers fall into the wrong hands.

I'd also mention that using a retail card swiper to verify cc nums and to 
process Txs (which is usually the case when this kind of thing is being 
asked for) when the orders come in online can get the client in MAJOR hot 
water.

A merchant account is required...PERIOD.
