Just play devil's advocate: you do not need a windows license for both. You may, for example, run CF on Linux. Dreamweaver does, indeed, need either a Windows OR Mac license, however DreamWeaver is not the only (and often not considered the best) way to code CF. Eclipse will also run on Linux and is considered by many the preferred platform for CF development.
