You can always include cflocation style relocation to
#cgi.SCRIPT_NAME#?#cgi.QUERY_STRING# just after you set the cookies. 
This is not just a meta refresh and will be virtually undetectable to
your visitors and should solve the problem.

Just make sure you use a tag like cf_location (from the exchange) that
will aloow cookies to be set on the same page as a cflocation.
