CF does indeed cache the webservice stub -- to clear this you can (as you've noticed) restart CF, but the much more user-friendly way is to use the CF Admin. Under the "Data & Services" section there's a Web Services" section. Go into here, find the appropriate service and click the "delete" icon (red cross) next to it. When you next call the web service it'll be refreshed. A PITA, but not as bad as restarting CF every time!
