Not with the OEM versions of their products - they are tied to the machine
with which they were sold and are not transferable except with that machine.

I'm not sure you're being given accurate information. From the Microsoft
Office End User License Agreement (EULA) on my machine:

        "Transfer to Third Party. If you are the person who initially
licensed the Software, you may make a one-time permanent transfer of this
EULA, Software and Certificate of Authenticity (if applicable) to another
end user, provided that you do not retain any copies of the Software."

So you certainly can resell it, as long as you don't keep a copy for
yourself. I'd assume that Microsoft EULAs are standardized across their
products, and that they all contain the same (or similar) clause.
