Just had a thought... 1) it'll cost ya a licencing fee from FigLeaf Software (Dave Watts should be able to enlighten you)
2) They have a Flash component that used to be called DaVinci. It essentially can save graphical data added to a base JPG (JPG part of the Flash movie). That would allow you to re-create the "finished jacket view" from the saved changes. I beleive it save the data in an XML format....the basic idea behind it is...upload a JPG to it....draw on it...save the changes. It may take some re-working to suite your needs...
