Why do you avoid it, browser statistics show that almost every user has javascript enabled.
I personally use Javascript extensive. Form validation is done with Javascript and if the support is there, xmlHttpRequest, and only then I will check values serverside. It saves client a lot of time if you can provide them with rapid solutions to form validation issues.
