Because of the loop.  There's only one CFMAIL tag, so if it errors,
it's done executing.  If you want it to continue, you need this:

<cfloop query="myQuery">
  <cftry>
    <cfmail ... >
    </cfmail>
    <cfcatch ...>
    </cfcatch>
  </cftry>
</cfloop>
