If you're just doing circuits, you're better off screwing with the in-memory structure, rather than the XML. Just load all your circuits in the XML, and then delete the ones you don't want from the application.fusebox structure in fusebox.init.cfm.
Speaking of FB4 on CF7, have you run into any issues after the upgrade?
