I don't think it was ever fixed for the 6.1 DevNet version, this was one of
the reasons I never renewed that program. Not because it had something like
this, but because it broke correct code.

Yeah, their docs are misleading.  You just need CFCONTENT in there. 
And more important than XML generation, the meta tag forces browsers
to use quirks mode, because you can't supply a valid doctype for
documents.  Hopefully this will get fixed, as it pretty much makes the
DevNet edition worthless.
