One, if the govt is outsourcing projects, it doesnt matter what language or technology they are written in. An outsourced CF project is outsourced because it is most likely a stovepipe app meant for use by a single bureau. Being that it is a stovepipe app, the technology used will do little to change the agency as a whole.
