I think typically you get about six months notice for MAX. Is that not
enough? (genuine question)

As far as training budget is concerned, I normally assume a certain
amount each year that would cover both a local and an opposite coast
conference. Usually works out about right. Even if your conference
budget is for just one a year, you could still budget for an opposite
coast conference and then if it ends up being local to you, use the
money for other training :)
