PDF is based on a subset of PS. It does not contain the full PS language. In fact, IIRC, unlike PS it's not even Turing complete. On top of this subset, Adobe added a bunch of extra stuff, such as encryption, compression, watermarking, metadata, &c.
PDF != PS, but they share a common subset.
