Dunno... I haven't worked with flash forms personally, so my knowledge of them is limited. I do remember Nimer (who I believe was involved in developing them) saying that multiple checkboxes with the same name just wasn't antiscipated in development and so wasn't implemented, partly because it's not implemented in the engine for Flex that's responsible for the flash-forms feature set. What that means with regard to the repeater? Beats me.
