This is definitely not the case. Maybe in the US, but certainly not everywhere. As far as lamp concerned, PHP is a very mature platform, as well as Apache. There is a lot of ignorance regarding PHP. PHP scales very well, it runs cross platform, and direct access to resources for development on the job market are very high. OO development is supported for a long time, the community is immense, it has tailor made development software, it has tailor made compression techniques, tailor made template engines, and very large applications are not an issue.
