I have packaged applications like that on a cd. I would recommend doing
what I did, which is to list ColdFusion (or whatever web scripting engine
used) as a system requirement. As far as the database is concerned, I've
included a simple MS Access97 database (Access2000 users can still use it
easily) for the Windows version. For the Unix version, I've included a
.sql file for mysql that the install shell script runs through mysql to
install the database. I'm sure you could also use a .sql file for SQL
Server, Oracle, PostgreSQL, etc.

As far as the database engine is concerned, I just list it in the system
requirements, just as the scripting engine.
