Egads.  It appears that my MX 7 server was not implementing my file/dir 
sandbox changes without a service restart.  [...or, something particular 
to these CFX tags was being cached.]

Hence, with a few restarts, I have found some permissions that resolve 
the aforementioned CFX tag problem.  For example, it would appear that 
CFX_Image and CFX_POP3 require access to <cfroot>\lib\.

Does this present a new security issue?
