If you use a site-wide error handler, that does not mean you have to have one error handler for every site. You can customize the error handling as much as you please. In the error handling tutorial on my web site I demonstrate the use of a switch that differentiates on cgi.server_name IIRC. You can vary a lot more finely than that if you wanted to.
For app-wide error handlers I use cferror and type="Exception" and go from there. You could also wrap an entire template in try/catch, but that is a pain and inefficient (been there, done that). If your server or network is down you pretty much need an external monitor to page you. I wrote SitePeeker (free tag) to do that for me and use a cheapo hosting acct at hostmysite to do all of that.
