I would personally lean more towards complimentary colors than just use brightness values. Here's a page that does some of this: they provide hex values of Hue at 10 degrees of separation and some rules for generating complimentary colors using them: http://www.december.com/html/spec/colorhslhexuse.html I'm sure they generated them with some algorithm - figuring it out shouldn't be too hard once you have all the values.
