If you wanted a true decimal field (not money) then you would specify column 
type like this:

DECIMAL(5,3)

Where 5 is how many total digits you want (excluding the decimal) and 3 is how 
many digits you want to the RIGHT of the decimal.

INT says you want integers: whole numbers without decimal parts.  You
should change the column to be MONEY, which will allow for fractional
amounts (cents).
