It must use something other than file extension checking.  I tried it with an 
Excel file renamed "Book1.txt" and a cffile with the accept value of 
"text/plain" and CF threw an error:

The MIME type of the uploaded file "application/octet-stream" was not accepted 
by the server.  

Only files of type "text/plain" can be uploaded. 
Verify that you are uploading a file of the appropriate type.
