This depends on your CFERROR tag. If you use CFERROR with TYPE="REQUEST",
you can't have any CFML tags or functions in your error handler, including
CFMAIL. If you use CFERROR with TYPE="EXCEPTION", you can have whatever code
you want in your error handler.

Ideally, you'll use CFERROR TYPE="EXCEPTION" to catch any unhandled
exceptions across your application. You may use CFERROR TYPE="REQUEST" to
show a message to the user if your error handler itself generates an error.
That's about all CFERROR TYPE="REQUEST" can do, without relying on
client-side scripting to call another page to run error-handling
functionality.
