They simply don't define it at all. If you use a path that begins with a slash within a CFINCLUDE or CFMODULE tag, CF will then search the list of directories that are mapped, and if your path doesn't match one of those directories CF will tell you it can't find the file. This is just as true if you don't have a root mapping in CF as if you do.
