As you can see the answer to this is entirely dependent on your hosting provider. They can do something very simple in the missing template handler that will redirect to #cgi.http_host#/wherever/whatever.cfm if file exists, for example. That would be only a few lines of code and would work for every one of their customers on that box. But they have to decide to do it.
